<p><P>PROBLEM TO BE SOLVED: To provide a small-diameter pipe jacking method, which prevents friction with the surrounding natural ground during excavation and eliminates the gap between a constructed conduit and the surrounding natural ground. <P>SOLUTION: A rod 4 is preliminarily inserted along a planned construction path of a conduit, and an excavator 5 is connected to the rod 4. The rod 4 is pulled in so that the excavator 5 moves ahead while enlarging the diameter. An inverted flexible tube body 6 is disposed subsequently to the excavator moving ahead in the ground, having a front end folded back outside. A fluid is fed inside the tube body 6 so as to expand the inverted tube body 6 outward. The tube body 6 is reeled out with advancement of the excavator 5, so that the folded back portion 6b moves ahead.
