<p><P>PROBLEM TO BE SOLVED: To provide a high-quality developing roller that has excellent charge imparting property and suppresses damage to images due to a decrease in conductivity or an increase in surface hardness, and a manufacturing method of the same, as well as a high-quality process cartridge including the developing roller, and an image forming apparatus. <P>SOLUTION: Provided is a developing roller that includes a shaft core body, an elastic layer formed around the shaft core body, and a surface layer. The surface layer contains a binder resin, conductive fine particles, and a compound having a structure indicated in a structural formula (1) that is defined in the specification.
