A method for improving the quality of low-grade coal by impregnating liquid biomass of the present invention comprises: spraying hydrophilic biomass to apply the hydrophilic biomass to a newly added paste, while supplying the new paste and hot air to the inside of a drum simultaneously with the rotation of the drum in a state where the paste is filled in the inside of a heated drum; a drying step of evaporating moisture and volatile content contained in the paste during an iterative process of falling and moving the paste stirred inside the drum; an impregnation step of impregnating the hydrophilic biomass on a surface of the paste; and a carbonization step of carbonizing the hydrophilic biomass.
