A method implemented in a network component for an in-service software upgrade (ISSU), the method comprising: forwarding a plurality of packets with a plurality of forwarding cores (FCs) implemented on a processor; selecting, using the network component, a first FC from the plurality of FCs for a software upgrade; resetting, using the network component, the first FC with the software upgrade without resetting at least one of the other FCs from the plurality of FCs implemented on the processor, wherein the at least one of the other FCs from the plurality of FCs forwards the packets when the selected FC is upgraded, transmitting a reset command to the first FC to stop at least one of the following: polling packets from a shared buffer by the first FC and responding to an input/output (IO) interrupt for the first FC; and offloading, using the network component, the packets allocated for the first FC from the shared buffer to the at least one of the other FCs, wherein the offloaded packets are queued in a high priority buffer that is accessed by the at least one of the other FCs for forwarding.
