The present invention relates to a sterilizing apparatus and a sterilizing method using the sterilizing apparatus, wherein the sterilizing apparatus comprises: a sterilizing chamber; a vacuum pump which is connected to one side of the sterilizing chamber; a vaporizer which is connected to the other side of the sterilizing chamber; and a collector of which one side is connected to the vaporizer and the other side is connected to the sterilizing chamber. According to an embodiment of the present invention, through a concentration process of each step, greater than or equal to 95 wt% of oxygenated water can be used as a sterilant. Thus, an effect of sterilizing can be significantly improved.
