The present invention discloses an image encoding method and a device based on the method. The image encoding device comprises: a quantization step size determination unit which determines the size of quantization steps in ways for the image′s structural similarity to be maximized; a quantization level determination unit which determines the quantization level regarding pixels within the macro-block in reflection of the determined quantization step size based on the standard value within the macro-block; and an encoding unit which quantizes the pixels within the macro-block and encodes in accordance with the determined quantization level.
