PROBLEM TO BE SOLVED: To provide a transmitter capable of enhancing the error correction strength, while suppressing increase in the memory capacity used for LDPC coding and decoding, and to provide a receiver, a digital broadcasting system, and a chip.SOLUTION: A transmitter 10 includes an LDPC encoder 12 for creating the data after error correction coding from the data before error correction coding by LDPC encoding, by using a check matrix H. In the check matrix H, a plurality of object ranges constituted of pX×Y components are determined as a range capable of containing the component of 1. The plurality of object ranges are arranged in the diagonal direction of the check matrix H, while adjoining in the row direction thereof. A pair of object ranges adjoining in the row direction of the check matrix H are shifted by X in the column direction of the check matrix H.
