INSOLUBILIZER, PRODUCTION METHOD OF THE SAME AND INSOLUBILIZING METHOD

PROBLEM TO BE SOLVED: To provide an insolubilizer, an insolubilizing method using the same and a production method of the insolubilizer where even an element eluted from incineration ash taking a comparatively long time can be efficiently insolubilized and insolubilization can be stably performed from a short period to a long period.SOLUTION: An insolubilizer: is used for insolubilizing incineration ash; and contains 5-53 mass% of gypsum in terms of SO, 5-50 mass% of blast furnace cement and 5-60 mass% of aluminum sulfate in terms of tetradeca-hydrate.
