<p>PROBLEM TO BE SOLVED: To solve the problem that same information is repetitively encoded and a lot of bits are used in a conventional case when buffer description information on a reference image used in moving image prediction encoding is encoded.SOLUTION: A moving image prediction encoder includes: input means to which a plurality of images constituting a moving image are input; encoding means for predicting and encoding a target image with an image restored after encoding in the past as a reference image and generating compressed image data; restoring means for decoding the compressed image data and restoring it to a reproduced image; image storage means for storing the reproduced image as a reference image for encoding a subsequent image; and buffer managing means for controlling the image storage means. The buffer managing means controls the image storage means on the basis of buffer description information BD[k] on the reference image for encoding (before prediction encoding of the target image), encodes the buffer description information BD[k] by referring to buffer description information BD[m] on an image different from the target image, and adds encoded data to the compressed image data.</p> |
