A target device for measuring a pipe is provided. The target device for measuring a pipe comprises: a support frame supported by an end part of a pipe; a moving frame connected with the support frame and moved and including a horizontal unit parallel to the outer circumferential surface of the pipe and a vertical unit protruding toward the end part of the pipe perpendicular to the horizontal unit; a first target fixated to the horizontal unit; a second target fixated to the vertical unit; and a connection link connecting a first connection point formed in the support frame, a second connection point formed in the moving frame, and a third connection point connected with a driving link applying a driving force and received the driving force from the driving link to enable the moving frame to closely be attached to the pipe.
