Provided are a manufacturing method of a photocatalyst and a photocatalyst manufactured thereby. The method includes: a step of depositing a first porous metal oxide film made of a first metal oxide by a sol-gel process; a step of crystallizing the first metal oxide by a heat treatment of the first porous metal oxide film; a step of making an ion of a second metal permeate into the internal pore of the first porous metal oxide film by immersing the first porous metal oxide film in a precursor solution of the second metal and radiating light to the ion of the second metal; and a step of forming a second metal particle in the internal pore of the first porous metal oxide film by immersing the ion of the second metal in the internal pore and the first porous metal oxide film in an alcohol solution, radiating light to the ion of the second metal, and deoxidizing the ion of the second metal ion. The purpose of the present invention is to make the photocatalyst react with a visible ray and have excellent photocatalyst efficiency.
