The present invention reduces load on each device in a central control network when a large amount of data has come in and also inhibits reversal of the order of transmission of the packets. A communication device is provided with: a process rule storage unit capable of storing a first process rule set in advance for unknown packets and a second process rule set by a control device; a packet processor for processing reception packets on the basis of the process rules stored in the process rule storage unit; and a state notification unit for transmitting a predetermined control message to the control device when a packet is processed using the first process rule. When the control device receives the predetermined control message the control device creates the second process rule to be set in the communication device and sets the rule in the communication device and also discards the packets included in the control message. The communication device continues processing packets using the first process rule until the second process rule is set by the control device.
