This thermal insulation sheet is provided with a heat storage sheet, an insulating sheet that is bonded to the heat storage sheet, and a high heat transfer sheet that is bonded to the insulating sheet. The heat storage sheet contains a resin and powder microcapsules which are mixed in the resin and internally contain a latent heat storage agent. The heat storage sheet has a void fraction of from 10% to 30% (inclusive), or alternatively the heat storage sheet has a surface roughness (Ra) of from 2 μm to 20 μm (inclusive). This thermal insulation sheet is capable of suppressing or delaying transfer of the heat generated by a heat generating component to the outside, while suppressing abrupt increase of the temperature of the heat generating component.
