PROBLEM TO BE SOLVED: To provide a coating-film forming solventless coating liquid that can smooth unevenness of a substrate surface and that can withstand even in an atmosphere of 200°C to 350°C.SOLUTION: Provided is a coating-film forming solventless coating liquid that is a partial hydrolysis-and-condensation reaction product of phenyl tri-alkoxy silane, in which it is characterized in that: peaks of molecular weight distribution thereof exist in a range of 200 to 350 and in a range of 750 to 1500, respectively; a ratio between a peak value in the molecular weight range of 200 to 350 and a peak value in the molecular weight range of 750 to 1500 (hereinafter, referred to "molecular weight peak value ratio") is in a range of 0.5 to 4.0; and a viscosity is 3 to 30 mPa s.
