PROBLEM TO BE SOLVED: To manufacture prints with high image quality while suppressing an increase in costs.SOLUTION: A plasma processing apparatus includes: a dielectric roller that is formed of a rotatable counter electrode and a dielectric substance, contacts a processing target object, and has the dielectric substance provided at least on a surface with which the processing target object is brought into contact; an adjustment roller that adjusts the amount of contact of the processing target object with the dielectric roller; and a control unit that controls the adjustment roller.
