PROBLEM TO BE SOLVED: To provide: a translucent substrate having excellent incombustibility and light transmissivity; and a reliable illumination device with a surface-light source which has such a translucent substrate.SOLUTION: A translucent substrate A comprises: a brominated resin; and a glass filler. The translucent substrate has a combustion rate of 75 mm/minute or less in UL94 horizontal combustion test, or a self-extinguishing property. The translucent substrate has a total light transmittance of 70% or more for 400 nm. In addition, the brominated resin is preferably a brominated epoxy resin; and the glass filler is preferably a glass fiber.
