A vehicle control apparatus (101) is provided with: an engine (10); a rotary electrical machine (30) including a first rotor (31) which has a first coil (31b) and which is mechanically linked to the engine (10), a second rotor (32) which has a first permanent magnet (32b) and which is mechanically linked to an output shaft (50), and a stator (33); a control unit (80) for controlling the supply and demand of electric power to and from the rotary electrical machine (30); and inverters (21, 22). The control unit (80) also estimates the temperature of the engine (10). The control unit (80) starts the engine (10) by supplying electric power to and actuating the rotary electrical machine (30), and in accordance with the estimated engine temperature, the control unit (80) sets the rotational speed state of the rotary electrical machine (30) depending on the difference in rotational speed between the second rotor (32) and the first rotor (31), as the state of the rotary electrical machine (30) in which the engine (10) can be started.
