Disclosed are a method and an apparatus for encoding a motion vector, and decoding method and apparatus. The method for encoding motion vector according to an embodiment of the present invention comprises the steps of: performing motion prediction for present block to generate motion vector of the present block in a first reference picture; generating a predicted motion vector by using a motion vector of surrounding blocks referring the first reference picture in case that a block having a motion vector referring to the first referring picture of surrounding blocks exists, and generating a predicted motion vector by using motion vector of surrounding blocks referring a reference picture different from the first reference picture in case that a block having motion vector referring the first reference picture among surrounding blocks; and encoding difference of the predicted motion vector and the motion vector of the present block as the motion vector information of the present block. |
