This present invention relates to usage control system and the provision method thereof. This invention requires software to control usage that is installed in a user′s terminal. The usage control system to limit the usage of the user′s terminal-the limitation includes restriction of the use of certain software installed in the user′s terminal as well as of the user′s terminal itself-consists of the followings: a policy setting module to implement a control policy to enforce usage restriction; an implementation module to enforce usage restriction in accordance with the control policy set out by the policy setting module; an authentication module to authenticate an administrator who manages usage control over the user′s terminal after he/she follows through a series of authentication process; and a control module to protect the software to be subject to usage control by preventing the software from being disabled when an administrator fails to authenticate through the authentication module.
