PROBLEM TO BE SOLVED: To improve encoding efficiency when skipping transform of blocks other than a block of a size of 4×4 pixels.SOLUTION: A list setting section sets a flat matrix as a default scaling list of TUs, the size of which is other than 4×4 pixels, and the transform of which can be skipped. An inverse quantization section performs an inverse quantization on a quantization value of residual information which is a difference between a prediction image and the image by using the default scaling list set by the list setting section. The invention is applicable to, for example, a decoder which skips transformation. |
