PROBLEM TO BE SOLVED: To prevent a superposition picture from being obscured by absorption of front color into background color.SOLUTION: A monitoring camera 1000 capable of communicating with a client device 2000 through an IP network 1500 comprises: a compression encoding unit 1004 for superposing a character on an imaged picture imaged by an imaging unit 1002; a communication unit 1005 for receiving color information showing color on the superposed character; and a control unit 1008 for determining whether or not the received color information shows contour color of the superposed character. The control unit 1008 controls the compression encoding unit 1004: so that the contour color of the superposed character becomes color corresponding to front color shown by the received color information, when determining that the color information does not show the contour color; and so that the contour color of the superposed character becomes color corresponding to the contour color shown by the received color information, when determining that the color information shows the contour color.
