A heat radiating apparatus using ion wind is provided to generate ion wind using a heat sink as an electrode, to easily make a device smaller, and to remove the ozone generated while ion wind is being generated, by comprising: a plurality of heat sink distant from each other, electrically grounded and having a heat radiating plate in the shape of a flat plate and a radiating fin protruding from the heat radiating plate; a fixing unit with a through tube whose edge and the radiating fin are connected with each other; and a wire electrode installed at the through tube that generates ion wind in between the heat sink and itself by receiving a high voltage, wherein the bottom of the edge has a groove and the radiating fin comprises a first fin inserted into the groove and a second fin having a lower height than that of the first fin.
