PROBLEM TO BE SOLVED: To improve encoding efficiency by performing appropriate quantization.SOLUTION: An inverse quantization section performs an inverse quantization on a quantization value of residual information based on a piece of information on non-use of quantization matrix which represents non-use of the quantization matrix when performing quantization on a piece of residual information, which is a difference between a prediction image of an image which is set as a unit of slice and the image. The invention is applicable to, for example, a decoder of an HEVC (High Efficiency Video Coding) system which performs inverse quantization on residual information or orthogonal transformation coefficient of the residual information. |
