<p>PROBLEM TO BE SOLVED: To enhance the service time rate of the whole service area, in a satellite system.SOLUTION: The saturation rainfall attenuation amount, when cumulative generation time rate of rainfall attenuation saturates, is obtained for every precipitation on the basis of the rainfall data in the past, and the saturation rainfall attenuation amount of corresponding precipitation is determined as the rainfall attenuation compensation amount of a point(region) on the basis of the precipitation predicted or measured for every point(region). When the rainfall attenuation compensation amount thus calculated is larger than the radio waves (nationwide beam) irradiating a normal service area, the radio waves from a satellite is enhanced with this rainfall attenuation compensation amount as the upper limit.</p> |
