PROBLEM TO BE SOLVED: To provide a vehicle information collection device, a monitoring device, a vehicle information collection method, a vehicle information collection system, a vehicle information collection program, and a monitoring program which can correctly acquire situations of a site at which an event such as a traffic accident has occurred.SOLUTION: The vehicle information collection device comprises: an event information acquisition unit which acquires occurrence information of an event related to a vehicle; and a vehicle information acquisition unit which acquires from a storage unit that stores surrounding information including at least one of surrounding images of the vehicle and surrounding measurement results of the vehicle, and/or analysis information created by analyzing the surrounding information, in association with correspondence information indicating correspondence between the acquisition time of the surrounding information and position information of the vehicle at the acquisition time of the surrounding information, at least one of the surrounding information and the analysis information on the basis of the occurrence time and an occurrence place of the event.
