The present invention improves the accuracy of a prediction image to reduce the amount of coding of hierarchically coded data by including, in the hierarchically coded data, information for accurately deriving the position of a pixel in a reference layer corresponding to a pixel in a higher-level layer, which is the layer to be decoded. A hierarchical dynamic image decoder (1) is provided with a parameter set decoding unit (12) for decoding a parameter set and a prediction image generation unit (14) for generating a prediction image by interlayer prediction through referring to a decoded pixel of a reference-layer picture. The parameter set decoding unit (12) decodes interlayer phase correspondence information, which is information pertaining to a pixel in a layer to be decoded, and a position in the reference-layer picture corresponding to the pixel in the layer to be decoded. The prediction image generation unit (14) generates a prediction image on the basis of the interlayer phase correspondence information. |
