The purpose of the present invention is to enable the reception side to perform displaying excellently even in cases where the frame rate changes dynamically. In cases where the sequence of a transmission video stream includes a switchover part where the sequence switches from a first sequence to a second sequence having a frame rate that is different from that of the first sequence, display control information is inserted at least into encoded image data of a picture corresponding to said switchover part or into a packet containerizing said encoded image data. The reception side performs picture display control by using said display control information, to achieve excellent displaying.
