PROBLEM TO BE SOLVED: To prevent a failure of one of control units from causing other units to operate abnormally.SOLUTION: A communication unit 406 included in a power-brake control unit 400 detects that the communication unit 406 does not receive communication data for long time from a vehicle body control unit 500 and determines that a communication abnormality occurs. A failure detection unit 407 determines that a control unit to which a failure occurs is the vehicle body control unit 500 on the basis of a message abnormality determination result determined by the communication unit 406. A failure-influence determination unit 408 determines that the failure in the vehicle body control unit 500 possibly influences a sideslip control unit 600. A state management unit 405 transmits a control-mode switching command to an alternative regenerative coordination unit 403 and an actuator control unit 404 on the basis of the failure in the vehicle body control unit 500 and a result of the failure influence determination by the sideslip control unit 600.
