<p>PROBLEM TO BE SOLVED: To provide a control device that reduces difference between transmission bandwidth under contract and bandwidth actually used.SOLUTION: Each of a plurality of communication devices accommodates one or more subscriber devices of users, and is associated with one of a plurality of control devices. A control device in a network comprises: collection means for collecting traffic between a communication device and an accommodated subscriber device of a first user regarding each of one or more associated communication devices; acquisition means for acquiring traffic between a communication device and an accommodated subscriber device of a first user from another control device regarding each of one or more not associated communication devices; and calculation means for calculating an upper limit value of transmission speed between the communication device and the subscriber device of the first user regarding each of the one or more associated communication devices on the basis of the traffic of the first user collected by the collection means and the traffic of the first user collected by the acquisition means.</p> |
