PROBLEM TO BE SOLVED: To provide techniques that: an emulsion where water, water becomes a supercritical fluid in a region of 218 atmospheric pressure or higher and 374°C or higher, is added to a mineral oil, a vegetable oil and a bio-alcohol is further ultra-fined and water is assimilated; and a fluid in a low temperature is assimilated with water by molecular motion and fluid pressure.SOLUTION: A step is divided into a first step and a second step. An ultrafine emulsion is produced in the first step. A fuel added and assimilated with water is produced by electron energy, magnetic energy, pressure and fluid exothermic energy in the second step.
