PROBLEM TO BE SOLVED: To provide a light emitting device capable of improving light extraction efficiency and an illumination device including the light emitting device.SOLUTION: A base plate 2 has a non-forming area 6 in which a copper foil 15 is not formed on the back side 2b, and a white resist layer 16 is formed covering the same. Therefore, even when a beam of light enters into the base plate 2, the light is not absorbed by the copper foil 15 but is reflected to the surface side 2a of the base plate 2. Thus, the light extraction efficiency is improved.
