PROBLEM TO BE SOLVED: To provide a toner for electrostatic charge image development that provides high image quality and has excellent low-temperature fixability and environmental stability.SOLUTION: The inventors assumed that the most effective form to achieve both low-temperature fixability and blocking resistance is a form in which the surface of a core particle having low-temperature fixability is thinly coated with shell particles at high coverage, and the shell particles are easily retained on the surface of the core particle, and has found as means for achieving the form that the provision of a resin coating layer composed of a water-soluble resin on the surface of the core particle as an intermediate layer enables coating of the core particle with shell particles in a uniform, thin, and dense manner.
