This heat-radiating system radiates heat by means of exchanging heat between a substrate (22) and a cooling fluid. The heat-radiating system is, at the surface of the substrate (22) contacting the cooling fluid, provided with a cooling structure having a vortex flow generating section (C1) comprising a plurality of concavities (22b) that generate a vortex flow in accordance with flow conditions of the cooling fluid and extend in a direction (β) intersecting the flow-through direction (α) of the cooling fluid. Operation is performed controlling within a range in which the concavity depth (H) of the vortex flow generating section and the laminar sublayer thickness (δb) in the vicinity of the wall surface satisfy the relationship represented by H > δb = 63.5/(Re7/8)×d (where Re is the Reynolds number, d is a characteristic length, and with the Reynolds number being Re = ud/ν, ν is the kinematic viscosity of the cooling fluid, u is the flow rate of the cooling flow, and d is a characteristic length), and the cooling fluid satisfies the flow condition represented by u/ν ≤ 206×d1/7 (where u, ν, and d are the same as those stated above). |
