PROBLEM TO BE SOLVED: To provide a low refractive index film and a low refractive index film manufacturing method capable of ensuring a lower refractive index, being formed at normal temperature and normal pressure to ensure excellent adhesiveness to a solid base material, and preventing degradations in geometric optical performances such as diffusivity and a light-harvesting performance resulting from a microscopic structure.SOLUTION: There are provided a low refractive index film obtained such that a silicon compound solution is made to contact a fine particle laminate film formed by alternately adsorbing electrolyte polymers and fine particles to a surface of a solid base material, and that the solid base material are bonded to the fine particles and the fine particles are bonded together, the silicon compound solution containing any one of (1) a hydrolysate of alkoxysilane (I) including a functional group consisting of a hydrolyzable group and a nonhydrolyzable organic group as well as a condensation reaction product of the hydrolysate, (2) a hydrolysate of a mixture of alkoxysilane (I) and alkoxysilane (II) including a functional group consisting only of a hydrolyzable group as well as a condensation reaction product of the hydrolysate, and (3) a mixture of the hydrolysate and the condensation reaction product of the hydrolysate in (1) and alkoxysilane (II), and a method of manufacturing the low refractive index film.
