PROBLEM TO BE SOLVED: To provide an operation input device and information processing apparatus capable of establishing the communication between a visually impaired person and a healthy person with the use of a touch panel.SOLUTION: An image processing apparatus (information processing apparatus) 10 includes a touch panel 61, a piezoelectric sheet (vibration part) 63, and a display control unit 52. The touch panel 61 can detect the simultaneous operations to a plurality of portions. The piezoelectric sheet 63 vibrates the touch panel 61 for each of a plurality of partial areas. The display control unit 52 displays character information received from an information terminal 20 connected thereto via a communication network 30, with the vibration of one or more of the partial areas by the piezoelectric sheet 63 according to a predetermined finger braille pattern.
