Provided are a device and a method for managing outage operating procedures of substation and distribution systems which can generate an outage operating procedure based on the characteristics of a substation system and a distribution system, a phase difference between substations, and connection of a distributed power supply or an outage-sensitive customer. The device for managing outage operating procedures of substation and distribution systems calculates a predicted load value of a predicted outage operation date based on system information of a substation system and a distribution system, load data, an outage plan, and customer information, calculates a phase difference between substations connected with an outage interval when returned to an outage operation, determines whether a distributed power supply connected with the system is driven and the switching path of an outage-sensitive customer during the outage operation, and generates an outage operation procedure based on the predicted load value of the predicted outage operation date, the phase difference between the substations, and the driving of the distributed power supply and the switching path of the outage-sensitive customer during the outage operation. |
