<p><P>PROBLEM TO BE SOLVED: To provide a developer for electrostatic charge image development and a production method of the developer capable of suppressing toner adhesion to the surface of an electrostatic latent image holding body, while achieving both of good cleaning property and transfer property even in long-term use, and to provide a process cartridge and an image forming apparatus using the developer. <P>SOLUTION: The developer for electrostatic charge image development comprises: a toner 100, which has an average circularity of 0.950 to 0.975 and which includes organic resin particles 104 fixed as partially embedded in surfaces of toner base particles 102, the organic resin particles produced by polymerizing a (meth)acrylic acid ester monomer and crosslinking the obtained polymer with a crosslinking component, and having a volume average particle diameter of 200 to 500 nm; and a carrier comprising a core material coated with a resin coating layer containing a copolymer of a monomer of a (meth)acrylic acid ester and/or of a (meth)acrylic acid having a cycloalkyl group in a side chain, and a monomer of a (meth)acrylic acid ester having a nitrogen atom in a side chain.
