<p><P>PROBLEM TO BE SOLVED: To provide a solid state image pickup device that enables a higher frame rate than a conventional device. <P>SOLUTION: In a solid image pickup device, plural drive circuits 61 are provided corresponding to plural horizontal signal lines LT1, and output drive signals TX1 for driving respective pixel parts 10 connected to the corresponding horizontal signal lines via the corresponding horizontal signal lines, respectively. A control circuit 80 outputs row selection signals AB_B-AD_B indicating whether a corresponding row of the rows of the plural pixel parts is a selection row or not to the plural drive circuits, respectively. Each of the drive circuits includes a first latch circuit 61A that is brought into a setting condition according to the row selection signals, and a second latch circuit 62B that is brought into a setting condition according to the condition of the first latch circuit.
