The present invention is a napped artificial leather manufacturing method provided with: a step for preparing a fiber sheet comprising a non-woven fabric of an ultrafine fiber with a fineness of 1 dtex or less in which a first elastomer has been impregnated; a step for forming a napped surface by napping one or both surfaces of the fiber sheet; a step for applying a resin solution containing a second elastomer that is soluble in a specified solvent on the napped surface; and a step for applying the specified solvent on the surface on which the resin solution was applied. The present invention also is a napped artificial leather: which comprises a fiber sheet in which a first elastomer has been impregnated in a non-woven fabric that is an interlaced product of ultrafine fibers with a fineness of 1 dtex or less; which has a napped surface in which the ultrafine fibers have been napped on one or both surfaces of the fiber sheet; and in which a second elastomer is firmly fixed to the bases of the napped ultrafine fibers.
