When a high-water-temperature state is present during start up, i.e. when a cooling-water temperature detected by a water-temperature sensor (30) is at least a prescribed temperature when a power source of a vehicle is turned on as a result of a key operation by a driver, a water pump (20) is started before a heavy current relay (14) is connected and power is supplied from a high voltage battery (12) to an inverter (13) and a DC/DC converter (17).
