The present invention relates to a manufacturing method of a bipolar ion exchange sheet for recovering valuable resources, and a bipolar ion exchange sheet for recovering valuable resources manufactured thereby. The manufacturing method of a bipolar ion exchange sheet for recovering valuable resources comprises: (a) a step of forming a certain ion absorption layer by spreading a selective absorbent solution having the same polarity as a facing surface or attaching the selective absorbent solution in a sheet form on one surface of a bipolar membrane; (b) a step of forming an ion exchange resin layer by spreading an ion exchange resin solution having the same polarity as the facing surface or attaching the ion exchange resin solution in a sheet form on the other surface of the bipolar membrane; and (c) a compression step.
