<p><P>PROBLEM TO BE SOLVED: To provide a developer carrier and a development apparatus which enhance abrasion resistance of a resin layer, improve its lubricity, and make its electric resistance constant, to maintain high picture quality for a long period. <P>SOLUTION: In a developer carrier having at least a base substance and a resin layer, the resin layer includes at least conductive particles and a composite polymer formed by chemical bond of Si contained polymer having a constitutional unit represented by a general formula (1) and phenol resin.
