A power supply management system for an on-board device having a start-up control portion (53) that controls start-up of an on-board device (10); a start-up request receiving portion that, upon receipt of a start-up request from outside of the on-board device (10), causes the start-up control portion (53) to start up, at the least, a portion of the on-board device (10); an intention determination portion (57) that determines whether a user has a remote control operation intention; and a power supply control portion (51) that, when the intention determination portion (57) determines that the user has the remote control operation intention, permits supply of electric power to the start-up request receiving portion.
