<P>PROBLEM TO BE SOLVED: To provide a sufficient customer service even for a chaffing user, and to efficiently manage a call center. <P>SOLUTION: This operator selection device stores conversational speech data between a user using a call center and an operator of the call center by being related to operator information for identifying an operator of the call center. The operator selection device calculates a value related to the hearing skill of the operator of the call center by analyzing the conversational speech data using a predetermined analysis criterion for each piece of the operator information.
