PROBLEM TO BE SOLVED: To enable the browsing person of an image display device to easily perform congestion detection and congestion determination (the continuity or calming of the congestion) on a screen and also to easily obtain a congestion control state.SOLUTION: A screen display device 200 generates a display screen on the basis of the following methods: (1) a method for determining a congestion point and a congestion area; (2) a display method for not performing displaying by device unit but allowing an area fixed by a toll number and an area to be managed by multiple devices (congestion areas) to be displayed together with congestion points; (3) a method for mapping the congestion point, a control point, the congestion area, a control area, and geographic information; and (4) a method for displaying a processing amount or processing rate (a load state), an origination/reception amount, a controlled variable, and a call loss amount. |
