PROBLEM TO BE SOLVED: To select a path suitable for data.SOLUTION: A gateway unit or a center server receives data from a terminal device. The gateway unit or the center server determines importance of received data in response to position information of the terminal device which has transmitted the data and map information. The gateway device or the center server selects a communication path corresponding to the determined importance. The gateway unit or the center server then transmits the data to a destination by the selected communication path.
