The purpose of the present invention is to provide an apparatus and method for generating an underwater channel response, which are capable of generating an underwater channel response including the variability of the sea level only with a small amount of computation and at high speed. The present invention relates to an apparatus and method for generating an underwater channel response. The apparatus for generating an underwater channel response includes: an average channel response generation unit configured to generate an average channel response to a horizontal surface of the sea; a sea level variability response generation unit configured to generate a sea level variability response to a time-varying surface of the sea; and a channel response generation unit configured to combine the average channel response with the sea level variability response to generate a time-varying channel response.
