PROBLEM TO BE SOLVED: To efficiently use the storage capacity of a storage medium for reservation, by thinning out image frames so that important image frames may remain.SOLUTION: An image frame storage unit 101 stores plural image frames obtained from a camera 2 in time series. Each image frame has a variation value set thereto, the variation value expressing the degree of variation from the last image frame. An image frame management unit 102 thins the image frames stored in the image frame storage unit 101, on the basis of the variation value.
