Provided is a medicine user-associated data collection system which collects data associated with a medicine user, comprising: a data input unit (104) which receives input of data associated with a medicine user; an illicit data determination unit (110) which determines illicit data with respect to the data associated with the medicine user; a knowledge database (111) which stores rules; a storage device (112) which stores the data associated with the medicine user; an incentive application unit (113) which applies an incentive according to the type, quantity, or quality of the data associated with the medicine user; and a data use processing unit (114) which processes the use of the user data.
