The present invention relates to an actuator and a valve device which reduce the amount of fuel used by an engine and the pumping loss of an engine. The actuator and the valve device according to the present invention include: an engine (1) having an intake manifold (2) and an exhaust manifold (3); an EGR valve (4) controlling the flow of the exhaust gas; an EGR cooler lowering the temperature of the exhaust gas; an electronic control unit supplying a signal which controls the opening and closing of a valve; and a throttle valve (12) controlling the airflow to the intake manifold.
